ข้อมูลจาก Rwanda Development Board eRegulations และ Directorate General of Immigration and Emigration หรือ DGIE แสดงกลุ่ม Temporary Residence Permits หลาย class เช่น A: Prospecting and Mining, B: Agriculture, C: Prescribed Professionals, D: Diplomats, E: Government or Parastatal Employee, F: Manufacturing and Processing, G: Trade/Business/Services และยังมี Class H สำหรับ specific employment by specific employer ซึ่งสำคัญมากสำหรับคนที่ได้รับจ้างงานโดยบริษัทในรวันดา
หากคุณกำลังเตรียม ทำวีซ่า หรือ permit ไปรวันดา จุดแรกที่ต้องทำคือ “เลือก Class ให้ตรงกับกิจกรรมจริง” เพราะถ้าเลือกผิด เช่น ตั้งใจไปเป็นพนักงานบริษัทแต่ไปดู Class G ธุรกิจบริการ หรือไปเป็นผู้เชี่ยวชาญที่นายจ้าง sponsor แต่ไม่ดู Class H2 เอกสารอาจไม่ตรงตั้งแต่ต้น

⚠️ คำเตือนสำคัญ: ผู้ใช้หลายคนเรียก “Work Permit Class A-G” แต่ในระบบรวันดา Class H เป็น class สำคัญของการจ้างงานโดยนายจ้างเฉพาะราย ดังนั้นถ้าเป็นคนไทยที่มี employment contract กับบริษัทใน Kigali หรือบริษัทเอกชน ควรตรวจ Class H ก่อนเสมอ
3. ทำไมคนทำงานบริษัทเอกชนต้องดู Class H ด้วย
ในหน้า Employment ของ DGIE ระบุ class ที่เกี่ยวกับการทำงานหลายประเภท เช่น E1/E2, H1-H6, C2, N2, J และ Q1 โดยเฉพาะ Class H คือกลุ่ม specific employment by specific employer ซึ่งตรงกับเคสคนต่างชาติที่ได้รับการจ้างงานจากนายจ้างเฉพาะรายในรวันดา
ตัวอย่าง Class H ที่พบบ่อย ได้แก่ H1 skilled worker on Occupation on Demand List, H2 skilled worker sponsored by employer, H3 journalist/media representative, H4 semi-skilled worker or artisan จากประเทศใน region, H5 staff of international/regional organization และ H6 employee under special agreement or reciprocity

💡 ตัวอย่างจากเคสจริง: คนไทยไปเปิดบริษัท trading ในรวันดาอาจดู Class G แต่คนไทยที่ถูกบริษัท trading ในรวันดาจ้างเป็น sales manager อาจต้องดู H2 แทน เพราะสถานะของผู้สมัครคือ employee ไม่ใช่ entrepreneur
5. เอกสารทั่วไปที่ต้องเตรียม
IremboGov ระบุว่าเอกสารแนบแตกต่างตาม Permit Type แต่ common attachments ได้แก่ Application letter, Copy of passport biodata page และ Photo with white background โดยไฟล์มีข้อกำหนดรูปแบบและขนาด เช่น รูป JPG และเอกสาร PDF ขนาดประมาณ 500KB ตามที่ระบบระบุ
สำหรับ employment class เช่น H1/H2 เอกสารสำคัญที่ DGIE ระบุ ได้แก่ employment contract, academic certificates, recommendation letter from employer, detailed CV และ police clearance จากประเทศที่พำนักในช่วง 6 เดือนก่อนหน้า

วิธีง่ายที่สุดคือเริ่มจาก “ความสัมพันธ์ของคุณกับรวันดา” ไม่ใช่เริ่มจากชื่อ class หากคุณเป็นเจ้าของกิจการหรือนักลงทุน ให้ดู class ตาม sector เช่น A/B/F/G/J/W/X/Z แต่ถ้าคุณเป็นพนักงานที่นายจ้างจ้าง ให้เริ่มดู Class H หรือ class employment เฉพาะอื่น ๆ ก่อน
เป็นการย้ายงานภายใน multinational/regional company หรือไม่?
มี dependents ติดตามไปด้วยหรือไม่?
สำหรับเคสที่ต้องอธิบายเหตุผลการจ้างหรือ assignment จากบริษัทต่างประเทศ ควรมี Cover Letter หรือ employer recommendation letter ที่อธิบายตำแหน่ง นายจ้าง ระยะเวลา และเหตุผลของ class ที่เลือกให้ชัดเจน
8. ค่าธรรมเนียมและอายุ permit ที่ควรรู้
ค่าธรรมเนียมขึ้นกับ class และประเภท permit โดย IremboGov ระบุว่า price depends on the type of permit ส่วนหน้า DGIE Employment ระบุ fee และ validity ของหลาย class เช่น H1/H2/H3/H5/N2/J/Q1 เป็นต้น ตัวเลขด้านล่างเป็นตัวอย่างที่พบในหน้า DGIE Employment และควรตรวจซ้ำก่อนจ่ายเงินทุกครั้ง
Class A-G เป็นกลุ่ม temporary residence permits ของรวันดาที่แบ่งตามลักษณะกิจกรรม เช่น A สำหรับ prospecting and mining, B สำหรับ agriculture/animal husbandry, C สำหรับ prescribed professionals และ professional players/artists, D สำหรับ diplomats, E สำหรับ government/parastatal employee หรือ technical assistance, F สำหรับ manufacturing/processing และ G สำหรับ specific trade, business and services
